Agustín Carrizosa

Agustín is a Plan Adapt Fellow based in Asunción, Paraguay.

He is a climate policy specialist with over 14 years of experience in environmental and social projects, including five years dedicated to climate change policy, public governance, and multilateral engagement. He has worked extensively with governments, international organizations, and civil society in the Global South to design and implement impactful climate strategies.

Agustín has played a key role in pivotal processes for Paraguay, including the development of the country’s 2021 Nationally Determined Contributions (NDCs) and the creation of its first Adaptation Communication, which identified seven priority sectors through a highly participatory national process. He also contributed to establishing the Enhanced Transparency Framework under the Paris Agreement. Furthermore, he has developed subnational roadmaps and strategies to engage the private sector in climate action, ensuring alignment with national priorities while fostering inclusive participation.

As a negotiator under the United Nations Framework Convention on Climate Change (UNFCCC), Agustín represented Paraguay in high-level discussions on adaptation, loss and damage, and climate finance. He helped shape national and regional positions for five years, collaborating closely with countries across the Global South to drive collective progress.

Beyond negotiations, Agustín has supported projects to advance social equity and sustainable development. These initiatives include improving health systems for vulnerable communities, enhancing education for rural children, collecting narratives of rural women affected by climate change, and empowering youth to participate in multilateral processes. His expertise spans policy advocacy, program management, and facilitating participatory processes to ensure inclusivity and effectiveness in international, national, and subnational climate actions.

Passionate about climate justice and equity, Agustín is deeply committed to amplifying the voices of vulnerable communities and groups in the Global South. He thrives in multicultural and multilateral settings, collaborating with diverse stakeholders to address complex global challenges. His work emphasizes integrating inclusive approaches into decision-making and bridging the gap between science, policy, and practical solutions.

Agustín holds a Master’s degree in Climate Change from the Australian National University and a Bachelor’s degree in Business Administration from the Catholic University Our Lady of Asunción. He has also received specialized training in international climate negotiations and continues to pursue opportunities to expand his expertise in global equity and climate governance.
